If it is based upon current popular definitions of liberals, then no, they do not believe that everyone is independent. Modern liberals (as opposed to classic liberals) believe that everyone is completely dependent upon each other, and intend to ensure that everyone acts that way. So, based upon what I see as modern liberalism, an "ultra" liberal would be a hard-core communist, like Lenin, Che, or Fidel.
