We have deployed the initial part of THAAD, but I don't think it's operational yet. But the missiles on our ships are capable of shooting them down… if the ships are in the right position. That said, shooting down his rockets would be a pretty inflammatory move.

This missile exploded in flight so it either malfunctioned or was hit. This is different than previous launches which just ended in the ocean. North Korea has shown that they do not care about the military build up and will shoot missiles when they wish.

Or they intentionally exploded it via remote control. There are lots of possibilities but yes they just do not care.
