House Republicans failed to push through three measures that would have reopened the national parks, and funded veterans programs and Washington D.C. Government operations while the federal government is shut down.

Each of the measures required a two-thirds majority to pass, meaning that they needed votes from a bloc of Democrats.

House leadership aides say they expect to bring the same three measures to a vote on Wednesday in a way that would require only a simple majority to pass.

Senate Majority Leader Harry Reid earlier dismissed the Republicans' effort. The White House threatened to veto the measures. Ref. CNN

Meanwhile, House Republicans pushed through targeted spending bills that would reopen the national parks, fund Washington D.C. Government operations and fund the National Institutes of Health.

There appears to be enough votes in the House to approve legislation to reopen the federal government, according to a CNN survey of House members, but this doesn't mean a vote will happen soon, because Republicans have not indicated a willingness to try to force Speaker John Boehner to bring a continuing resolution to the floor for a vote.

All 200 Democrats and 17 Republicans support passing a continuing resolution with no strings attached that would reopen the government, which has been partially closed in a bitter dispute between Republicans and Democrats. The number 217 is significant in that it is the minimum needed for the measure to win approval in the House.

CNN's survey appears to bear out what President Obama said Monday.

"The truth of the matter is, there are enough Republican and Democratic votes in the House of Representatives right now to end this shutdown immediately with no partisan strings attached," Obama said. Ref. CNN

House Republicans said President Obama asked them to revise their proposal for a six-week increase in the nation's $16.7 trillion debt ceiling. The plan is intended to avoid a first-ever U.S. Default on debts. The White House had indicated earlier Thursday that Obama might be able to accept a short-term debt-limit extension. But House Republicans emerged from a meeting with the president indicating that more negotiations were still necessary. Ref. USAToday

The Senate on Saturday defeated a procedural move by majority Democrats to bring up a "Clean" Debt limit bill. The measure would have extended the debt limit through 2014. The vote was 53-45. It needed 60 votes to pass.

Most members of the House and Senate are now planning to head home while leadership from both parties stays in Washington to continue debt ceiling and shutdown negotiations. Ref. CNN

Senate Majority Leader Harry Reid says a deal is near to end the partial government shutdown and to avoid hitting the nation's debt ceiling.

Separately, House Speaker John Boehner and other top House GOP leaders will meet later to discuss their options and to consider preparing their own bill to raise the debt ceiling.

Top congressional leaders are expected to meet with President Barack Obama at the White House at 3 p.m. ET today.

Obama was asked today whether he was confident a deal would be reached. "There's some progress on the Senate side," He said. Ref. CNN
