Are Therapists entitled to Game Discounts if they are buying them for the purposes of evaluation?

If they are evaluating the game officially for the gaming company or a countries game rating review board then the game would likely be given to them for free review. However if a therapist is just generally evaluating a game I don't think there is a discount there, that is unless they have a special arrangement with a video game seller.
