Man shot, killed by police in emergency room
A man who was fatally shot by a L.A. Police officer was identified as Ruben Jose Herrera. He was inside the emergency room of Harbor-UCLA Medical Center when he picked up a metal stool and reached for an officer’s gun as they attempted to transport him to jail. Ref. Source 6x

Maybe someone can tell me, is it procedure for the cops to open fire or they have to wait for the person to shoot first?

The two officers were patrolling the area when they tried to stop the suspect and speak with him, according to LAPD. Inglewood police kill alleged armed robber after chase into San Pedro

I am glad to read the officers are fine, often times in situations such as this one they end up hurt.
QUOTE Inglewood police fatally wounded a suspected robber this morning after a freeway pursuit that led them to San Pedro. The shooting occurred after 10 a.m. When the male suspect attempted to carjack a vehicle at 1360 W. Sixth St., in a parking lot near Providence Little Company of Mary Medical Center, Inglewood police Lt. Bryan Mylar said. "The pursuit winds through the streets of San Pedro and ends at Little Company of Mary," Mylar said. "Somewhere in there an officer-involved shooting occurred where the suspect was shot. Our officers are fine." Mylar said two officers from Inglewood were involved in the shooting but declined to release any other details, saying the case was under investigation. The name of the suspect was not available. Inglewood police received a call at 9:25 a.m. About shots fired during a robbery at a flower shop at 11th Avenue and Manchester Boulevard, Mylar said. As usual in these type of cases, it is gang related. I think law enforcers need to pay closer attention to certain areas.
