Residents reported to police that around 2 a.m., they heard several loud explosions coming from Pioneer Drive, Sea Lots.
When officers got to the scene, they found Rivers' body floating in the sea near Sea Lots.
The victim's body was fished out of the water and officers later discovered he also sustained gunshot injuries about the body.
