A Norwegian court on Friday declared Anders Breivik, the man who killed 77 people in a bomb attack and gun rampage last year, sane as it sentenced him to 21 years in prison. Ref. CNN

He kills all those people and gets 21 years? What kind of justice is that. I'm guessing that Norway doesn't have a death penalty but why not life in prison.
