You are correct but there is not official position on the issue anymore as it used to be in the past.

God wants us to be wise in having children. He doesn't want us to take on so much responsibilities that we are financially strapped to the point that we may lose our children. It doesn't put exceptions on the first commandment given to man. No where in the scriptures does it say to have big families

Where does it say that? The proclamation of the family indicates that the commandment of multiplying and replenishing the earth still in full force. I am not sure of what you mean by God wants us to be wise in having children. That's how the world thinks.
