The Pentagon is preparing options to build barriers on the US-Mexico border if President Trump declares a national emergency. Pentagon spokesman Navy Capt. Bill Speaks told USA TODAY the Department of Defense is "Reviewing available authorities and funding mechanisms" to prepare for border barrier construction. President Trump's declaration of a national emergency at the southern border would allow the Army Corps of Engineers to design barriers and let contracts to build them. Trump, before leaving for a trip to Texas on Thursday, suggested the declaration could happen at anytime.
