Venezuela's anti-American leader, Hugo Chavez, benefited enormously from the rise in oil prices to over $140 per barrel earlier this year. Despite falling Venezuelan oil production, rising oil prices enabled him to spend lavishly on various projects, including domestic social spending, subsidized oil for Cuba.
