SAN JUAN, Puerto Rico: In his first official press conference after his swearing in ceremony, Puerto Rico Governor Luis Fortuño announced the designation of Juan Carlos Puig as the Treasury Department Secretary, Carlos Chardón as the Education Secretary and Jaime Rivera Dueño to head the Health Department.
