A growing minority of Americans say economic conditions today are good, but nearly half say they are still personally worse off than they were a year ago, according to a CNN/ORC International poll.

Thirty-five percent of those questioned in the poll say that economic conditions in the country are "Very" Or "Somewhat" Good, but nearly two-thirds say they rate the economy as poor. Since December, there has been a slow, steady rise in the percentage who say things are good right now, from 26% in the same CNN poll in December to 31% in March, 33% in May and 35% now.

Personally, 44% of Americans say their financial situation is worse today than it was a year ago, while 36% say they are better off and one in five say their personal finances are about the same. The numbers are little changed from a CNN poll from May of last year.

Looking ahead, 50% of those polled say economic conditions will be good in the summer of 2014, and 49% thin k the economy will be poor.

The poll was conducted June 11-13, with 1,014 adults nationwide questioned by telephone. The survey's overall sampling error is plus or minus three percentage points. Ref. CNN

More people say Republicans in Congress rather than President Barack Obama would be responsible if the federal government shuts down starting Tuesday because of a bitter partisan battle over the new health care law, according to a new CNN/ORC International poll.

With just hours before funding for the federal government runs out at 12:01 a.m. ET Tuesday, the poll showed that most Americans also think congressional Republicans are acting like "Spoiled children" In this fiscal fight, with the public divided on whether the president is acting like a spoiled child or a responsible adult.

The poll was conducted for CNN by ORC International September 27-29, with 803 adults nationwide questioned by telephone. The survey's overall sampling error is plus or minus 3.5 percentage points Ref. CNN

The House passed 228-201 an amendment to the Senate stopgap spending bill that would keep the government running. The amendment delays the insurance mandate of the Affordable Care Act for one year. The Senate and President Obama have already said they will not accept the amendment, making a partial shutdown of the federal government at midnight likely. Ref. USAToday

A little more than an hour after the federal government began shutting down, House Republicans have voted to reaffirm Obamacare amendments they attached to to a spending bill that would have kept the government running and that the Senate had earlier rejected.

The House also requested that the Senate convene a conference committee to work out their differences over the funding plan but Senate Majority Leader Harry Reid has already rejected that proposal, saying the Senate "Will not negotiate with a gun to our head." The House amendments would delay the Obamacare individual mandate and eliminate health insurance premium subsidies for members of Congress, their staffs and the president.

Shortly after midnight, the White House ordered federal government agencies to begin shutting down, furloughing thousands of workers and curtailing some services for the first time in nearly 18 years. Ref. CNN
