Justice Department report: Cleveland police use excessive force

Attorney General Eric Holder announced a tentative agreement in Cleveland to appoint an independent monitor to oversee changes in a police department plagued by incidents of excessive force. A scathing federal report released Thursday found that officers' use of unreasonable force was part of a pattern of behavior that was in some cases endorsed by supervisors. Ref. USAToday

A white Cleveland police officer who stood on the hood of a car and shot the vehicle's two unarmed black occupants in Cleveland in 2012 was found not guilty today of voluntary manslaughter.

Cuyahoga County Judge John P. O'Donnell also ruled that Officer Michael Brelo was not guilty of felonious assault.

Timothy Russell and Malissa Williams were shot after a police chase involving more than 60 police cars. They were pursued for 20 miles, sometimes at speeds of more than 100 mph.

The chase started after the car driven by Russell backfired -- a noise that officers thought was caused by gunshots. Ref. CNN
