If Jason makes a scroll that is of a divine nature it can be used to help a fellow party member. I think it is the Arcane scrolls that would be unusable to a wizard. The reason for this is most Wizards spells are different in many ways thus you have to decipher the scroll to figure it out what the spell is. Where as most divine spells are almost standard in nature and much easier to decipher.
Grant. Your character should only be a level three character. You should not have enough experience to make fourth level. Please make sure your character is correct. If you feel you are of fourth level you need to verify me with your experience points and when you received them.
Yes Travis can scribe 2nd level spells but he has no second level spells. HE does not suddenly get new spells in his spell book but has to find them. That is why he only has the 1st level spells that he can use.
Unless you're changing things, which is of course your prerogative, that's not quite correct.
Just like their arcane counterparts, the wizards, archivists get 2 new spells known at each class level. "At each new class level, the archivist gains two new cleric spells for his prayerbook; these can be of any spell level or levels that he can cast (Based on his new archivist level)"
So other than finding a "Divine" scroll, in the wild and reading and deciphering it. Can Travis, actually read, a spell, from Rachel's spell book, right now?
I'm thinking of the 1st level Druid spell lesser vigor.
Also assuming that she herself, would have a spellbook?
Then scribe it onto a blank scroll manufactured by Jason? With all the necessary ingredients, costing him one day, of time, one experience point, and 12.5 gp? Is this all correct, then? Does he still need to roll to read, from someone else's book?
As for the two new second level spell's I've chosen (1) Summon monster 2, and (2) Cure moderate wounds.

Most druids and clerics do not carry spell books so you can not get any spells from Rachel sorry. I still want you to make a D20 roll for successfully completing the spells to the scroll. The reason for this is there is always a chance of you miswriting a spell this it would not work. As time goes on you will find other spells to use and be more able to create scrolls.
Thank's KN, for the clarification now. Travis, will still need to roll on D20 +9 (Spellcraft and modifiers), to actually scribe a scroll. In addition to costing him 12.5gp, 1 exp and duration of a day for the attempt.
Unless he comes across an artifact, with a divine spell, or scroll, he will have to scribe, or copy from his own spell list. With the above, incurred costs in mind. Because, Rachel doesn't have a book of her own, he cannot copy from her.
Unless, there is anything else then he is good to go.
