While Tazskan's waiting for news from Lawrence, Dai can Tazskan try another scrying attempt? In his locked hotel room of course. Or would it be fruitless with a magical ward put in place?
But your right Dai, there isn't much more the rest of us to do except, drinking in the tavern. Or in the case of Velon carousing, or in Perry's case gambling.

I was going to type up a length Q&A post today about all of our leads (Neronvain, Horn, wizard that wanted to get rid of the white mask, etc.), the info we have on them, etc. And then ask Daishain to help us know how to move forward and get more info on one. I simply do not have time though. Work got in the way. This ten person campaign can't keep being a ton of work for just a few of us to keep track of all of the loose ends, loot, castle management, etc. Etc. Etc. Or I need to bow out. I just want to role play Velon's reaction to one thing at a time and play some Dungeons & Dragons .
To answer the question, Velon would say to give Lawrance (AND POPPO...!? He learn anything?) at least 2-3 more days to specifically look into the horn and perhaps Neronvain and the wizard with the white mask. I believe the original Candlekeep idea was regarding Horn research, after all.
So in lieu of studying all of my notes again and asking more pointed questions, I think we need to put this back on the Dungeon Master. Sorry Daishain. What more can be done to find out where Neronvain is? What more can be done to identify, learn about, and contact the wizard who seemed willing to be rid of the white mask? Will we learn more about at least the horn if Lawrance sticks around a few more days? Sorry, our characters would have time to work on these issues in character as it is their entire day job and life, but it isn't mine.
Velon would still lean towards contacting the wizard with the white mask since his potential willingness to sell it and the fact that we happened to scry at just the right time to learn that seems like an amazing opportunity. That's pending more info on the other leads, of course.
I do believe Cinder, that Dai has something up his sleave, and hence would prefer us to move on from Candlekeep.
Your best bet on finding Neronvain involves looking into the section of the cult that he leads, the Jade Fang.
I think Kyr has forgotten, but Lia has a possible lead on that one already. A few months of in game time ago, she and Fay were briefly present at the site of a green dragon attack on a town in the High Forest, Neronvain's home nation.
Candlekeep keeps tabs on most of the talented wizards of the world, you could look into someone meeting the description known to associate with the Zhentarim. That won't help with contacting him however.
You could also ask people who make it their business to keep tabs on the Zhentarim, the Harpers being the obvious choice there.

Dai, with regard to the sending spell, it requires how much information before you can contact a target? The text says that you can be familiar with the person, but a lot of discussion says you just need to know a bit about them. I'm thinking that a sending to the wizards we want to contact (Nerovian and the lost one) might get things started.
I'm going to say at bare minimum, name and a face. And if that's all you have, I'd introduce a 25% failure rate on the spell. Even just a half hour of talking with someone in person (Presuming reasonable powers of memory) is enough familiarity to get rid of the failure chance.
Unfortunately, that means you can't target either of them at present. Need a face for neronvain, and a name for the Zhent wizard.
Well if that's the case Lia, is the key to knowing the whereabouts of Neronvain.
Obviously, it would mean going directly to the town, in the high forest. The place where Neronvain was.
Then investigating, any leads on his whereabouts?
Or we go to the place up north the isea of moving ice, a ship,in relation to finding the horn?
We just need to collectively make an executive decision and choose one for now.

If I were to vote, I'd say we tell the Harpers to keep tabs on the Zhentarim for us and see if they can arrange a meeting or something to purchase the mask from them. In the meantime while they are doing that, we go investigate this High Forest town for leads on Neronvain by asking around about the Jade Fang.
This is all out of character by the way. After all, Perry doesn't actually care or know much about any of this stuff. Though if you ask him to gather intel he can go out with Zarra or someone and scope things out in disguise at this High Forest town.
